Gov. Jim Doyle (D) signed AB 106 on October 16. The bill, sponsored by Rep. Scott Gunderson, R-Waterford, allows a licensed bear hunter to transfer his or her license to a minor. It passed the House by a unanimous voice vote and the Senate by a vote of 32 to 1. Until the passage of AB 106, Wisconsin used a preference system to distribute a limited number of bear hunting licenses. The system made it difficult for youth to obtain the permits. The Wisconsin Bear Hunters Association and the Department of Natural Resources worked closely with Rep. Gunderson in creating the legislation.
