only states with constitutionally secured funding sources for
conservation if legislators approve an amendment to the state
constitution to dedicate a percentage of existing sales tax to
conservation. The
Minnesota legislature is debating a proposed constitutional amendment to
annually dedicate 3/16 of one percent of the existing sales tax for
conservation purposes. This would provide at least $52 million more per
year for hunting and fishing habitat. That is an increase of almost
two-thirds of the state wildlife agency’s total revenue in 2000, which
was $87.9 million according to the U.S. Sportsmen’s Alliance
